TIRUPATI, 09 NOVEMBER 2021: Keeping in view the job security of outsourcing employees in the long run, TTD has commissioned a Corporation.
It may be mentioned here that, the High Court of AP has ordered the state government in 2002 on the recruitment procedure of outsourcing employees.
In this regard, the then state government has released GO Ms. No. 94, dated 28-04-2003 and stated that they will appoint through outsourcing for certain categories.
TTD has also recruited personnel for certain categories based on this GO through Societies and Agencies. After a few years, the number of societies and agencies gradually increased.
While some societies have been salaries to these outsourcing employees in an irregular manner.
To put an end to all these issues, TTD had constituted a Committee with experts. The Committee has recommended that as per 2003 Labour Act declared by the State Government, the outsourcing employees shall be paid salaries, ESI, PF, Gratuity and other benefits apart from providing them job security.
By setting up a Corporation the salaries and other benefits shall be directly paid to the outsourcing employees without the intervention of middlemen or any agency.

తిరుపతి, 2021 న‌వంబ‌రు 09: ఉద్యోగుల నియామ‌కాల‌కు సంబంధించి ప్ర‌భుత్వ విధానాన్ని వెల్ల‌డించాల‌ని ఆంధ్ర‌ప్ర‌దేశ్ హైకోర్టు 2002లో ఆంధ్ర‌ప్ర‌దేశ్ ప్ర‌భుత్వానికి సూచించింది. ఈ మేర‌కు ప్ర‌భుత్వం జిఓ.ఎంఎస్‌.నంబ‌రు.94, తేది : 28-03-2003 ద్వారా కొన్ని కేట‌గిరీల‌కు సంబంధించిన ఉద్యోగులను ఔట్సోర్సింగ్ విధానంలో నియ‌మించుకోనున్న‌ట్టు త‌న విధానాన్ని ప్ర‌క‌టించింది. ఈ జిఓ ప్ర‌కారం వివిధ కేట‌గిరీల్లో సొసైటీలు, ఏజెన్సీల ద్వారా ఔట్సోర్సింగ్ ప‌ద్ధ‌తిలో ఉద్యోగుల సేవ‌ల‌ను టిటిడి ఉప‌యోగించుకుంటూ వ‌చ్చింది. కొంత‌కాలం త‌రువాత సొసైటీలు, ఏజెన్సీల సంఖ్య మ‌రింత పెరిగింది. కొన్ని సొసైటీలు ఔట్సోర్సింగ్ ఉద్యోగుల‌కు ఆల‌స్యంగా జీతాలు చెల్లించడంతోపాటు స‌రైన స‌దుపాయాలు క‌ల్పించ‌డం లేదు. దీంతో పాటు కొంద‌రు ఔట్సోర్సింగ్ ఉద్యోగుల‌కు సామాజిక భ‌ద్ర‌త ప్ర‌యోజ‌నాలు ద‌క్క‌డం లేదు.
ఈ నేప‌థ్యంలో ఔట్సోర్సింగ్ ఉద్యోగుల సుదీర్ఘ ప్ర‌యోజ‌నాల ర‌క్ష‌ణ కోసం నిపుణుల‌తో టిటిడి ఒక క‌మిటీని నియ‌మించ‌డం జ‌రిగింది. 2003లో రాష్ట్ర ప్ర‌భుత్వం ప్ర‌క‌టించిన కాంట్రాక్ట్ లేబ‌ర్ యాక్ట్ ప్ర‌కారం ఔట్సోర్సింగ్ ఉద్యోగుల‌కు కూడా జీతాలు, ఇఎస్ఐ, పిఎఫ్‌, గ్రాట్యుటీ ఇత‌ర ప్ర‌యోజ‌నాలతోపాటు ఉద్యోగ భ‌ద్ర‌త కూడా క‌ల్పించ‌డం కోసం ఔట్సోర్సింగ్ కార్పొరేష‌న్ ఏర్పాటు చేయాల‌ని క‌మిటీ సిఫార్సు చేసింది. దీనివ‌ల్ల ఔట్సోర్సింగ్ ఉద్యోగులంద‌రినీ ఒకే గొడుగు కిందికి తెచ్చి, మ‌ధ్య‌వ‌ర్తుల ప్ర‌మేయం లేకుండా నేరుగా జీతాలు చెల్లించడంతోపాటు వారికి సామాజిక భ‌ద్ర‌త కూడా క‌ల్పించ‌వ‌చ్చ‌ని తెలియ‌జేసింది.
